Terms of use

This is an English translation provided for convenience. In case of discrepancy, the French version prevails.

1. Purpose and acceptance

These terms govern the use of the raccour.ci website and its services, published by Digital Green Capital (see the legal notice), hereinafter "the publisher". Using any service of the website (creating a short link, a QR code, a link with tracking parameters or a digital business card) constitutes unreserved acceptance of these terms, in the version in force at the time of use.

2. The services

  • Link shortener: creation of a short link (raccour.ci/…) that redirects to the address provided, with an optional custom alias and a public preview of the destination (by adding "+" to the end of the link).
  • QR code generator: creation, in your browser, of a QR code image (PNG, SVG), with or without a short link, customizable (colors, shape, logo). The generator also produces Wi-Fi, SMS, WhatsApp, email, call, address and event QR codes, entirely in your browser: their content (Wi-Fi password, message…) is not sent to the publisher. The imported logo also stays in your browser.
  • Dynamic QR code: a short link whose destination can be changed after its creation through a secret link provided only once, with a scan count and a history of destinations. Each new destination is checked in the same way as at creation; the user remains solely responsible for each of them. Without the secret link, the destination can no longer be changed, including by the publisher.
  • Google review QR code: search for the business through the Google Places service and creation of a QR code pointing to its Google review page. The publisher is not affiliated with Google and guarantees neither the accuracy of the search results nor the operation of the review page.
  • QR code reading and link checking: decoding of an image in your browser, then, for a link, following of its redirects by the publisher and comparison with the Google Safe Browsing list. The result is indicative only: a link deemed safe may be dangerous, and vice versa.
  • WhatsApp link generator: creation, in your browser, of a wa.me link to a number or for sharing a message; nothing is stored, unless you choose to shorten the link.
  • Tracking parameter generator (UTM, Matomo, Piano Analytics, Adobe Analytics): addition of parameters to an address before shortening it.
  • Digital business cards: either an online business card hosted at raccour.ci/c/…, which can be edited and deleted using a secret link; or a vCard QR code generated in your browser, with no storage whatsoever by the publisher.
  • Link-in-bio pages: a page hosted at raccour.ci/b/…, grouping several links, with an optional photo, which can be edited and deleted using a secret link, with a count of views and of clicks per link.
  • Email signature generator: creation, in your browser, of an HTML signature to copy into your email client. Only the QR code images are served by raccour.ci; the signature itself is not stored.

The services are free, ad-free and accessible without creating an account. The publisher may develop them, add new ones, or modify or withdraw them.

3. Access and availability

The publisher endeavors to provide continuous access to the services, without any obligation of result. The services may be interrupted for maintenance, for security reasons or in the event of a failure of its service providers. No minimum retention period is guaranteed for short links or business cards, nor for the operation of the QR codes that depend on them. In the event of permanent discontinuation of the service, the publisher will endeavor to inform users through a notice on the website with reasonable advance notice.

To limit abuse, creation is capped (in particular 10 links per hour, 30 per day and 5 business cards or link pages per hour per person). Any automated or large-scale use (bots, scripts, serial requests) is prohibited without the publisher's written consent.

As the services are free, their continuation depends on reasonable use. In the event of massive, abnormal or fraudulent use, the publisher may limit, suspend or discontinue access to the services, for the user concerned or for everyone, without notice or compensation. Operating raccour.ci (hosting, storage, link checking) represents a cost for the publisher: users who wish to do so may support the service with a donation, to keep it free and accessible to as many people as possible, from the Support raccour.ci page. A donation does not entitle the donor to any consideration or to any particular level of service.

The free services are intended for personal and everyday use, primarily by individuals. Businesses and organizations that need higher usage limits (volume of links, bulk creation, intensive use) may contact the publisher through the contact form to access a paid offer.

4. Your commitments and prohibited uses

You are solely responsible for the links, destinations, parameters, QR codes and business cards that you create and distribute. You undertake to use the services in accordance with the law and not to create or distribute, through raccour.ci, any content that is:

  • phishing or fraud, in particular a page imitating a bank, a public authority, a carrier, a brand or any person in order to obtain credentials, data or a payment;
  • spreading a virus, malware or a deceptive download;
  • unlawful: child sexual abuse material, terrorist content or content glorifying terrorism, content inciting hatred, violence or discrimination, defamatory or insulting content, harassment, content infringing privacy or image rights, content infringing a copyright or a trademark, content relating to illegal gambling, products or services;
  • intended for sending unsolicited messages (spam) or for circumventing a security filter;
  • redirecting to another link shortener in order to conceal the final destination;
  • impersonating a person or an organization.

You also refrain from interfering with the operation or security of the website (overloading, intrusion, mass data extraction, circumvention of limits).

5. Rules specific to digital business cards and link pages

The rules below apply to online business cards and, in the same way, to link-in-bio pages (raccour.ci/b/…), each link of which is subject to the same checks as a short link.

  • A business card must only contain your own contact details, or those of a person or organization that has expressly authorized you to publish them. The information must be accurate and must not mislead as to your identity or position.
  • You warrant that you hold the rights to the imported photo or logo (image rights of the persons depicted, copyright, trademark rights) and indemnify the publisher against any third-party claim in this respect.
  • An online business card is accessible to anyone who has its address or its QR code. It is not listed by the publisher in search engines, but only publish information that you agree to make accessible.
  • The service is reserved for persons aged at least 15. Minors under 15 may not create an online business card.
  • The secret link provided at creation is the only means of editing or deleting the business card. Keep it in a safe place and do not share it: anyone who holds it can edit or delete the card. If it is lost, the card can be deleted upon request through the contact form, after reasonable verification that you are its holder.
  • A vCard QR code contains your contact details permanently: it can be neither modified nor deactivated by the publisher, which keeps no copy of it.

6. Rules specific to QR codes and tracking links

A QR code that contains a short link works as long as that link is active. It is your responsibility to test your QR codes (scanning with several phones, size, contrast, logo) before any printing or distribution. The publisher does not guarantee the readability of a customized QR code and is not responsible for printing or reprinting costs or for losses related to an unreadable QR code or to a link deactivated in accordance with these terms. Tracking parameters are added exactly as you enter them; their use falls within the scope of your audience measurement tool.

7. Moderation

The publisher does not carry out any general prior review of content, but applies the following measures, which constitute its moderation policy:

  • automatic checks at creation: comparison of each destination and of the links in business cards with the lists of dangerous sites of Google Safe Browsing, refusal of links to other shorteners, of IP addresses and of addresses containing credentials, refusal of aliases suggesting a brand or a sensitive procedure, creation limits;
  • reports: a link or business card reported by at least three different people is automatically suspended as a precautionary measure, pending human review;
  • decisions: after review, the publisher may deactivate or delete any link, business card or photo that breaches the law or these terms, without notice where urgency or seriousness so justifies. Deactivated content displays a page stating that it has been deactivated;
  • information and appeal: as the services are used without an account, the publisher generally does not have the contact details of the author of a piece of content and informs them of the decision through the deactivation page. The author may contest the decision through the contact form (reason "Contest a decision"); the appeal is reviewed by a person and gives rise to a reasoned response;
  • authorities: the publisher informs the competent authorities when content gives rise to a suspicion of a criminal offense threatening the life or safety of persons, and responds to judicial requisitions.

8. Reporting content

Anyone may report content they consider unlawful through the report form. To be handled effectively, a report specifies the address of the link or business card concerned, the reasons why the content is considered unlawful and, preferably, the name and email address of its author, together with a statement of good faith. Reports are handled diligently. An abusive report, aimed at obtaining the removal of content known to be lawful, is punishable under article 6-I-4 of the LCEN (French law no. 2004-575 of June 21, 2004 on confidence in the digital economy).

9. Intellectual property

The website, its name, its texts and its code remain the property of the publisher. You retain your rights to the content you provide (texts, photo, logo) and grant the publisher, solely for the duration of their hosting and solely for the needs of the service, a free and non-exclusive license to store, reproduce and display them. The QR codes generated may be used freely, including for commercial purposes.

10. Liability

The publisher acts as a hosting provider for content created by users and is not responsible for the content of the websites to which links redirect. It is bound only by an obligation of means (best efforts). To the extent permitted by law, it cannot be held liable for indirect damages (loss of revenue, data or reputation, printing costs) resulting from the use or unavailability of the services, nor in the event of force majeure or failure of a service provider. Nothing in these terms limits the publisher's liability in the event of gross negligence or intentional misconduct, nor the rights that consumers derive from the law.

You are responsible for your use of the services and indemnify the publisher against any claim, action or judgment resulting from content that you have created or distributed in breach of the law or of these terms.

11. Personal data

The processing of personal data related to the services is described in the privacy policy.

12. Duration, deletion and termination of use

You may stop using the services at any time. An online business card is deleted using its secret link. The deletion of a short link can be requested through the contact form (reason "Other request"). The publisher may delete any content created in breach of these terms.

13. Changes to the terms

The publisher may amend these terms, in particular to take into account changes in the services or in the regulations. The date of the last update appears at the top of this page. The applicable terms are those in force at the time the service is used.

14. Governing law and disputes

These terms are governed by French law. In the event of any difficulty, first contact the publisher: email: contact@raccour.ci, phone: +33 7 56 83 80 16, or contact and report form: raccour.ci/en/contact, in order to seek an amicable solution. Failing agreement, the dispute shall be brought before the competent courts in accordance with the ordinary rules of law; if you are a consumer, you may bring the matter before the court of the place where you resided at the time of use or at the time the damage occurred. For professional users, jurisdiction is conferred on the courts within the jurisdiction of the Versailles Court of Appeal.

If any clause of these terms were declared null and void or unenforceable, the other clauses would remain in force.
